Concept of personnel management

Emergence in business of our time of such concept, as the modern concept of personnel management, the phenomenon natural. Thanks to deep transformations in production also the attitude of the employer towards hired workers was changed. According to outdated concepts, employers sought to automate as much as possible work of the person and whenever possible to exclude an opportunity to influence working processes of workers. But today the computerization concerned practically all industries of human activity, besides production becomes more and more knowledge-intensive. Therefore if not to use modern concepts of personnel management, about any rapid development of the company out of the question.

Main concepts of personnel management

There are 4 main concepts of personnel management used in economy and management today:

  • the economic concept – competent human resource management;
  • humanistic – the principles of management of the person, participant of productions;
  • organizational and social control system of human resources;
  • organizational and administrative – one of the main concepts of personnel management.

Each of the listed systems is applied to the type of the enterprises. So, the first concept is used in the companies with mass or mass production where work of workers with low qualification is generally applied. Its purpose is the maximum use of labor potential of workers. Here from employees the maximum sense of duty, discipline, readiness in the technical plan is required. All personal interests of members of the organization are subordinated to one common cause that well is suitable for the enterprises with authoritative management style.

  1. The humanistic concept of personnel management includes the principles which are partially taken from philosophy of the Japanese management. Here the person not just is small screw in a system, it is the main subject of the organization. A main objective of this theory – creation of all conditions allowing the person to self-fulfill and find themselves in the company. It is possible to refer small business and the sphere of art to areas of application of this concept. To use these principles, the head has to understand that the organization will effectively develop not only with development of technologies, but also with change of values of its personnel.
  2. Evolution of concepts of personnel management continued rather long time, and now when most the world enterprises work in the conditions of fierce competition, the following theory is often applied. This competent management of human resources where the potential of the person is used at full capacity by creation of suitable external conditions. Here the person is considered as a non-renewable resource of the company, and the main requirements to personnel – compliance of a post and to corporate spirit of the organization. The organizational and social control system at the large and medium-sized enterprises working in the high-tech industries is applied.
  3. The last concept is organizational and administrative. Its purpose also is the maximum use of personal and labor potential of the worker. Selection of employees is carried out by the principle of compliance of a post, at the same time the management of personnel is conducted by allocation of various subsystems of management. As a rule, this system is applied in the companies with accurately outlined organizational structure of the industries.

In the conditions of modern economy the large enterprises should be taken from traditional services of personnel management (human resources department with its limited functions) and strict hierarchical control of subordinates. On the basis of habitual services are created new, with broader set of the functions allowing to operate much more effectively productions, to stimulate work of employees competently to influence their career development and to prevent the conflicts in the organization.
