In our country more than half a million children have no family. Every year this number steadily grows, and questions of adoption were and remain some of the most relevant in the social sphere.

1. The family legislation recognizes adoption as a priority form of child placement on education in family as in this case family relations between the kid and those who are not his biological parents are established. The rights and duties of adopted are completely equated to the rights and duties of the own children. Meanwhile, the procedure of adoption quite difficult and multistage. First of all, it is necessary to know who and how has the right to become adoptive parents.
2. Under the law full age men and women except for incapacitated persons can become adoptive parents; those who were deprived of the parental rights (or it is limited in these rights); the persons which do not have the income providing to the child a living wage; those who have no permanent residence; the persons having criminal record or having it for serious crimes; those whose living conditions do not meet standards; the persons having tuberculosis and some other diseases. Not only the married couple, but also lonely citizens can adopt the child. However two faces which are not consisting in a legal marriage cannot adopt the same kid.
3. The first stage of adoption provides collecting the package of documents for obtaining the special conclusion about a possibility of these citizens to be adoptive parents. This package includes the short autobiography, the certificate from work, the copy of financial personal account or the certificate on the property right to housing, the certificate of lack of criminal record, the medical certificate about the state of health, the copy of the marriage certficate for married couple, the documents confirming compliance of living conditions to sanitary and technical standards.
4. Above-mentioned documents together with the statement for an opportunity to be an adoptive father are filed by persons interested to tutorship and guardianship authority at the place of residence. These functions are performed by either executive power of the territorial subject of the federation, or local governments. To start the procedure of adoption also the document on passing of preparation for an opportunity to be a parent is necessary. It can be received, having completed a special training course at guardianship authorities (so-called schools for foster parents).
5. After obtaining the package of documents the tutorship and guardianship authority carries out procedures of inspection of living conditions of potential parents and draws up the special statement. Then the conclusion about a possibility of applicants to be adoptive parents is prepared. At the positive decision the citizens are registered as candidates for adoptive parents.
