1. Define what ways of change of design are available to you. If it is about already operating website, it is the most probable that in its management any CMS - a system is used. However there are many web resources which can be edited only "manually" changing the source code of pages.
2. If the website works under control of CMS and you need to change design of one or several pages, then make it via "admin panel" - edit appearance of pages with use of the editor or change of stylesheets (CSS) and the HTML-code.
3. For full replacement of design create a new skin. Files with design elements in CMS are usually stored in a separate set of folders on the website server - load one of the existing skins on the computer and change it according to new design. Certainly, this option requires some skill of work with the source code and management systems of the websites.
