1. In Windows (regardless of the version) the guaranteed way to unblock all possible menus of settings and actions – to become authorized as the administrator. If in a system only one profile (that meets on home PCs), then it is the main thing by default is created. On working computers, as a rule, the user has no necessary access rights: it is possible to assign them only from a profile with the maximum level of the rights, having carried out the corresponding settings to the Control panel menu – "Users".
2. The similar system is used on the websites and forums. The blocked menus and opportunities (as that – adding of pictures) open together with growth of a rank of the user: depending on belonging to group, the status of the administrator or the moderator of a forum – to the user additional fields for editing open. Try to contact heads and to ask them to unblock to you any menu if it is necessary.
3. In software the command can be blocked because of impossibility of its use at this stage of work. The simplest example – the Adobe Photoshop graphics editor. If you select a layer and will click Ctrl-T, then will pass into a size editing mode – at the same time practically all menus will be blocked since at present the program is occupied by another. The similar situation can develop practically with all software: try to close possible processes or, on the contrary – to start necessary to unblock the menu.
4. In games the different menus can open as a bonus for passing. So, in Batman: Arkham City right at the beginning remain blocked more than five lines on the main screen. They will open in process of advance: a part will contain bonus materials and will open for passing of minor tasks; some will open only after full passing of a subject campaign. This principle is fair practically for all games: the multiplayer menu which is blocked due to the lack of connection to the Internet or a license key can serve as an exception.
