In total a few years ago form and content of receipts and the bills which are made out by suppliers of resources or management company for utilities was defined actually by suppliers. Today the type of the receipt is unified, and contents is regulated by the Government decree.
Form
All receipts for utilities are issued today on the sheet A4 which carries the name "The Payment Document for …", and interpretation for what period follows further this bill is made out (for example: "for May, 2014").
Full data of the owner of premises are surely specified in the receipt in case the house or the apartment are privatized, or name of the responsible employer if housing is in social hiring.
For identification of housing its full address including including the index and also adjusting data is specified: the total area, quantity living and share, the common house property falling on this real estate object. On the receipt that company which renders services of management of housing stock appears the performer. For its identification its legal address, number of the settlement account and number of tax identifiers is published in the receipt.

The machine-readable barcode which allows operators to obtain quickly all information on the receipt is provided in receipts which are exposed by Uniform clearing house (in the majority of the cities it is "City System") and to unload it from base in case emergence of any controversial issues with consumers or service providers. The main part of the receipt (it on slang it is accepted to call "account body") is formed, proceeding from data which operators of clearing house had obtained from suppliers and consumers of services. So, the supplier provides data on the number of the sent service, and the consumer – about actually received or spent (for example, gigacalories by deliveries of hot-water supply or cubomeasures – by supply of cold water). The body of the account consists of two blocks and three parts which are visually separated by greasy italics of the text and the thick line of the table. Information on the sums which are actually added to the consumer is published in the first block and are earlier paid with it in the form of advance payment. In the second – data of receivers of payments. The fact is that number of suppliers receives means from the population directly (Vodokanal, thermal networks, Gazprom), and row – indirectly through management company. The Government decree which has established requirements to contents of receipts orders to form so accounts that the consumer could obtain reliable and clear information about payments, and therefore each point contains the exact name of utility, unit of its measurement, estimated cost and cost in sections of the receipt actual. These data allow to count and check independently all charges and also to verify data with indications of metering devices. At the end of table part of the receipt the total amount "For payment" and actually received sum which the consumer had granted already in the current period is specified.
