The prices of utilities grow every day, and not always total digits in receipts seem to us adequate. How to check correctness of calculation of fee and not to fall into a trap swindlers who, unfortunately, are enough also in the sector of housing and public utilities?
Instruction
1. Take the receipts sent you from ZhEU and study their contents. Learn structure and order of charge of payments for service of premises. So, for normal multifamily house the payment for utilities includes: - payment for repair and maintenance of the room (including routine maintenance and overhaul repairs and maintenance of the rooms which are in collective use); - payment for utilities (HVS and GVS, heating; - payment for power supply; - payment for gas supply. For houses with oven heating and/or not connected to gas communications payment receipts include also services in supply of solid fuel and/or cylinders with household gas.
2. If you are member of condominium, pay attention and much payments (contributions) to so-called reserve fund. Usually the schedule of payment of contributions is established at general meeting of members of condominium according to its charter. Study the documents validating these charges at the chairman of association.
3. Call by phones specified in payment receipts or address in ZhEU. Learn norms and rules of calculations for utility payments.
4. If by phone or in ZhEU could not provide you all necessary information, address directly to office of the company which is engaged in rendering services or accepting utility payments. If necessary show the passport and/or other certificates confirming your right for use of utilities.
5. If the sum specified in receipts on payment of utilities was unfairly overestimated, as well as in case of failure to follow by the company of the obligations for the maintenance of rooms, make claim. Specify in the text of claim your remarks and wishes to charge of payments and work of the organization, the rendering service. Provide it in ZhEU. If your remarks are connected only with quality of the rendered services, send claim to the organization which is engaged in their granting, the registered mail.
6. Address to local office of housing inspectorate and Rospotrebnadzor if in ZhEU and in the company which is engaged in rendering services, your claim has been rejected.
