According to the Federal law 261 all residents of the Russian Federation are obliged to install water consumption metering devices till 2015. Only the licensed experts can install counters, independently installed devices are not accepted to accounting and commissioning and also are not subject to sealing. To install the counter, it is necessary to address in ZhEU.

Instruction
1. Address the asset holder of the house. Submit the application, show the all-civil passport, documents of title of the house or the apartment.
2. Will provide you the list of the licensed companies which have the license for carrying out installation works on installation of metering devices of water consumption.
3. Address to any company chosen by you, sign the contract for drawing up specifications and the project documentation, for mounting and technical maintenance of devices. Pay all three works for the separate written-out receipts.
4. Counters you can pay those which to you will be established by experts or to buy them independently. Buying the counter, study its technical documentation. The device has to have the certificate of conformity to state standard specification and to be recognized as suitable for use and accounting in the territory of the Russian Federation.
5. After carrying out technical and project works, with the received documents address in ZhEU, show them to the authorized employee, receive the resolution and the press.
6. After the carried-out mounting works of counters address again or call ZhEU. Representatives of the asset holder will examine the installed counters, will draw up the statement of commissioning and will carry out sealing.
7. Address in regional water utility. Show the passport, documents of title of the apartment or the house, the act of commissioning of metering devices. Will sign the contract for delivery and payment of water on the installed metering devices with you.
8. After you have made and have paid installation of metering devices of water, you will be able significantly to save on payment for the consumed water. Those who will not manage to install counters till 2015 should carry out their installation in the emergency order. Besides water cost on one person will significantly increase. Therefore do not delay with installation of metering devices.
