At construction of buildings, laying of communications or arrangement of infrastructure facilities on each of them the receiving specifications, and subsequently the technical conclusion and the act of commissioning is required. These documents are indispensable condition for acceptance of objects regardless of degree of their complexity and also for their legalization. On February 13, 2006 the Government of the Russian Federation has adopted Resolution No. 83 ""About the approval of rules of definition and granting specifications.""
Instruction
1. This resolution regulates the relations between the organizations which carry out operation of technical networks and owners of the parcels, buildings and constructions and also local governments in the course of construction or reconstruction of the property belonging to them.
2. Specifications in itself are information on maximum load, drawn-off points of technical networks and terms of connection. Delivery and also preliminary preparation of specifications, is made by the organizations operating technical networks after strict calculation.
3. For receiving specifications for connection to technical networks you have to collect and file the following documents to the relevant organizations: the copies of constituent documents of the applicant certified by the notary; copies of the documents confirming the property right to subject to connection; plan of the parcel or construction; construction permit or reconstruction.
4. Issue the construction project or reconstruction; list necessary resources of technical providing.
5. Specify the term of commissioning of construction or reconstruction and size of the necessary connected loading.
6. You have to send requests for receiving specifications for connection to technical networks in the location of any given engineering networks: in the gas-distributing organization of your area, in water utility, gorenergo, etc.
7. Period of validity of specifications is limited, normally it is 1-2 years during which, it is necessary to make connections to technical networks. Otherwise you should receive specifications anew.
