2. If you are going to build the house in the individual territory behind city boundaries, it is necessary to address to executive authority, having taken the document confirming the right of use of the parcel, the passport, the draft copy of the house and the statement with request to allow construction. If the design organization has been attracted, it is necessary to add the copy of its license.
3. After that it is necessary to issue the act of establishment of borders of your parcel which makes geosupervision of regional committee on architecture. The act includes breakdown of buildings and axis of the building.
4. If you are going to build the house in the cottage settlement, even when all architectural rules are respected, it is necessary to agree on the project with neighbors. If the site has been acquired with the green plantings growing on it, then it is possible to remove them only after the permission got from forest inspection of the area.
5. Having provided the floor layout plan of buildings on the parcel, it will be possible to receive the construction passport. It will be necessary to involve sanitary and fire inspection to its coordination and also to approve the plan of carrying out elevated and underground services.
6. In case of change of the construction plan during work, for example, when building is reduced or there are ideas to add new elements, permission of the chief architect is required. Otherwise the interdepartmental commission accepting building will see divergence. If the difference between the initial plan and the existing construction makes more than 10%, the owner is threatened by penalty.
7. After the end of all construction jobs it is necessary to receive confirmation from the interdepartmental commission that construction corresponds to the announced project. The administration will have to consider case then the house can be put into operation and also to receive the certificate on the right of responsibility.
