Not on any allotment even if it is in your property, you will be able to construct that want – owner-occupied dwelling, warehouse, shop, farm, etc. as for each site there is certain type of the allowed use. What is "private housing construction"? It is abbreviation from phrase "individual housing construction". And it not just words or phrase are legal status of the site from the legal point of view. Definition is given to this concept of Paragraph 3 of Article 48 of the Town-planning Code of the Russian Federation, separate residential buildings which number of storeys does not exceed 3 floors intended for accommodation of one family enter it.

Advantages of the parcels intended for private housing construction
You, of course, can construct owner-occupied residential building also on sites which category is defined as "for agricultural use" or "for gardening", but only the category of "the earth of settlements" and assignment – private housing construction, gives you number of indisputable advantages to construction on such site. First, such site is initially intended for construction of residential building; secondly, you do not depend on country or garden association and its members in any way and do not hand over contributions to the maintenance of the device, road construction and so forth; thirdly, infrastructure has to be provided at the expense of means of the local budget; fourthly, you can get under action of one of numerous state programs of support of private low construction, fifthly, on such site the constant registration (registration) is allowed and, so you have the right to use kindergartens, schools and policlinics to which this territory belongs.
