Counters of accounting of heat establish only in new buildings so far. All who live in old houses are forced to pay heat energy for average tariff which depends on cubic capacity of living space or according to indications of all-house counters. But by 2015, counters of accounting of heat promise to correct and deliver situation to everyone to owners of housing. As soon as there is opportunity to replace heating services in old houses, all inhabitants will have at once opportunity to pay only that heat which in fact moves in housing, having installed metering devices.
