Ufology – the science which is engaged in study and the analysis of messages about various contacts of mankind with aliens. Origin of this science is referred to the second half of the 40th years of the 20th century. Then the observation case behind the unclear flying objects moving at an inconceivable supersonic speed was for the first time recorded. Since then the science changed and developed, from observations of fans turning into maintaining the government and scientific organizations.
On July 16, 2012 in Dublin the open scientific forum Euroscience took place. Within this conference discussed a subject of readiness of people for a meeting with overseas civilizations. The European scientists predict a meeting with aliens in the next hundred years, so much, by their calculations, it will be required to time to the alien ships to reach the earth. If they were on distance of several decades from our planet, then terrestrial radars could already mark them.
The greatest attention at a scientific forum was drawn by a speech of professor of the University of Oxford and the famous British astrophysicist Jocelin Bell Burnell. She focused attention of scientific community that today in the world no steps are taken to be prepared for a meeting with aliens. Though, at the moment there are all scientific prerequisites for this event. Professor Burnell emphasized that in the international community still there are not clear main questions concerning a meeting with alien races. For example, who has to conduct negotiations with aliens on behalf of all human race? In what form do these negotiations have to be conducted? Following the results of a conference Jocelin Burnell suggested to create the set of rules. It is the document in which the behavior of ordinary people and the government in case of emergence on the earth of aliens has to be regulated.
