If the intercom is installed, you are obliged to perform duty on payment for installation, repair. That is you can be exempted from payment of what you do not consume, but irrespective of it, the owner is obliged to contain the housing therefore you nevertheless should make some payments.

5. All controversial issues on charge and payment of utility bills are solved between the asset holder and the homeowner in court. If something does not suit you, and you have not come to consensus on charge for utilities, file the statement of claim to court.
