1. Maternity capital is compensation statesof to families which have 2 and more children. It is given to the woman (citizen of the Russian Federation) who after 01.01.07 had the second child. It is possible to use the family capital and after the birth of the third and the subsequent kids, but only once. At the same time it is not important whether the woman is blood mother to the second child or adopted him. But the certificate on maternity capital will not be issued in case she is a stepmother of the adopted children. Also the child on whom receive these benefits has to be the citizen of the Russian Federation. Also the man if he one is an adoptive father of the second and subsequent child can apply for the family capital. In case of deprivation of the parental rights of the woman or her death, all rights on maternity capital pass to the father, irrespective of his nationality.

For obtaining the certificate it is necessary to address with the passport and the certificate on birth or adoption (all children) to territorial authority of RPF at the place of residence and to fill in the application form. All data in it need to be filled out correctly and truly. Not to hide criminal record if that took place to be, otherwise it can lead to punishment for fraud attempt. If you cannot come to RPF, then can send the letter with the package of documents by mail or transmit them through the authorized representative.
3. The application for receiving the family capital is considered about a month then you receive the notice from RPF with the decision on delivery or refusal of the certificate. You need to receive the certificate in the office of RPF.
