Open "Settings", pass at first into the section "Main", then "Network" and turn to position "0" switches for the Include 3G and Cellular Data points. After this iPhone will not be able to go on-line on GPRS and 3G channels.
4. If you need to limit a possibility of connection of iPhone to the Internet on a wireless network, open "Settings", pass into the section Wi-fi and turn to position "0" the switch for the Wi-fi point. After that Internet connection via iPhone will be completely blocked.
