1. The easiest way register the domain of the third level is to create the website on a free hosting, at the same time you will have an opportunity to register a subdomain on the domain of the second level of a view subdomain.domain.ru belonging to a hoster. You can select the name of the domain of the third level, the most suitable to subject of your website. This option has one shortcoming - if you plan to untwist further the website on the Internet and to register it in different tops and ratings, then be ready that some ratings and partner programs are not adopted to participation by the websites located on free domains of the third level.

Also, if you already have own domain of the second level and a data plan of your hoster allows to create on it a number of subdomains, then you can come into a personal account and to leave there the request for creation of the domain of the third level, having specified its desirable name. Within several hours the domain will be ready to work and you will need only to register or check settings of DNS servers for this domain and to fill it with information.
3.
