Further to open "Network" and to select "The manager of packages of QoS". Here it is necessary to select the Limit Reserve Throughput item then the Properties window will appear. In this window you select from three points "Is included", and specify zero in the line "Restriction of Throughput in (%)". After confirmation and saving all changes the speed of your USB modem will be increased by 20%.
