The modern world is entirely divided between the states, and it is already impossible to imagine other situation. However so was not always, and some more thousands years ago people could not even think that their lives will submit not only to instincts and own conclusions, but also laws. Nevertheless process of emergence of the first states was inevitable as progress.

1. Egypt and Sumer which appeared almost in at one time about 5 thousand years ago are considered as traditionally first states. To understand the reasons of their emergence, it is necessary to remember a historical way of development of humanity. It is known that the very first way of the organization of people was a primitive-communal system where the oldest and wise member of community had rights of decision-making.
2. Development of productions, processing of metals led to emergence of surplus of goods which needed to be exchanged. Thus interaction and interpenetration between communities was carried out. Naturally, did not do without the conflicts. For protection against attacks of aggressive groups, communities were forced to unite in larger formations.
3. Division of labor led to differentiation of society, property inequality. It, in turn, became the reason of origin of the aristocracy which on any given signs (to wealth, the military force, heredity, religiousness) was more and more allocated against the background of ordinary people, assuming functions of management of society. Military leaders appear from the rich nobility as considerable funds then were necessary for sufficient providing the army already.
4. In the same time the general meeting of members of community gradually loses the leading role in adoption of significant decisions, delegating its council aristocrats. The first states not accidentally arose in the valley of Nile and Mesopotamia: simplicity of processing of the huge areas of the fertile earth, rich deposits of copper ore, mild climate made possible final stratification of society on property sign. If to add to it a significant amount of the slaves used in works, then need for control of such mass of people whose overwhelming part is dissatisfied with the situation of things and distribution of the benefits will become obvious.
5. Then priests, the rich nobility and military leaders realized importance of the government therefore the first states appeared.
