The threshold after which there is such decrease depends on the rate selected by you. If he does not suit you, replace him with another and reconcile to some increase in a license fee.
4. At access through WiFi the large role is played by distance between your device and access point. Reduce it or use the external antenna, including, self-made, and speed will increase. Never be connected to foreign WiFi-networks without the permission even if they are open. Reduction of speed can happen also when using WiMax and also GPRS/EDGE/3G. Some of base stations do not support 3G, then move to an area of coverage of the neighboring station (sometimes for this purpose enough to pass into the neighboring room).
5. If you still use Dial-Up, pass to ADSL. Speed will increase, and expenses considerably will decrease.
