Charge and payment for utilities is made as directed Articles No. 153 of the Housing code of the Russian Federation. Non-use of the apartment for accommodation does not exempt the owner from payment introduction, but grants the right not to pay for some services and to receive recalculation.

Instruction
1. The basis for charge of utility payments is registration of the property rights to real estate object. Payment has to be made monthly according to the receipt which pays off and sent from uniform clearing house. If you do not live in the apartment, file petition to ZhEU. Bring documentary evidence of the accommodation to other address. For this purpose provide the passport, the reference from place of residence, documents on property on other living space.
2. Will send the notice on the basis of which to you will make recalculation to clearing house. You will bring payment for heating according to the blanket tariffs increased by cubic capacity of living space in which you do not live. If you have installed the individual counter of heat, pay heating according to its indications.
3. The same treats also use of electrical energy, cold and hot water. At the installed counters payment is made according to indications. At their absence you have the right to receive partial or liberation from introduction of payments.
4. You are obliged to pay the general house services in full. You will not be exempted from introduction of the sum for installation of the intercom, for repair of all-house property, cleaning of the territory around the house and in washing of entrance. The basis for charge of these payments is your certificate on property. The owner is fully obliged to pay the maintenance of the apartment and everything that, anyway, is related to it.
