How to check the apartment or the room before purchase

Upon purchase of the real estate in the secondary market many of us are afraid for purity of the transaction, if something appears not so, the buyer will remain without money and without the real estate. What to check what documents to ask from the owner?

For similar checks it is possible to employ, of course, the realtor, but such help does not guarantee purity of the transaction, the realtor can easily fake or be mistaken. Remembering expression "if it has to be made well, it is necessary to do most", let's remember what documents surely the seller on the real estate that there was no obvious trouble upon purchase has to provide:

Documents of title: the document which directly confirms the property right to this real estate of the seller. It can be the document on privatization, the contract of purchase and sale, donative, depending on way of receiving the real estate.

Passport of the owner. All passport details in other documents have to coincide with those data which are specified in the passport. If the apartment has been received by the previous passport, look at the last page of the valid passport, there data of earlier issued passports have to be specified.

It is also important to specify availability of supporting documents if the seller changed full name, for example in connection with marriage. By the way, if the real estate is bought in defects, the consent of the spouse to the transaction will be necessary. If minor children are also owners, it will be necessary to demand the consent of tutorship and guardianship authorities to the transaction.

Request extract from EGRP. Any person, not necessarily the owner of the apartment can make it. It will show who is owner and also whether there are no what encumbrances. Also it is worth asking references from passport office in form 9 and 12. They can help to reveal the people who are temporarily struck off the register on place of residence (for example, the convicts doing military service …).

It is important to study cadastral and technical data sheet on the apartment which has to include the plan of the apartment with the description of rooms.

It is important that all references were fresh, and the passport of the apartment is not more senior than 5 years. Also pay attention if you have suspicion that the seller abuses alcohol, for example, it is worth asking also the reference from narcological and psikhdispanser that the seller is not necessary there on accounting.
