Registration and removal from registration accounting of citizens is carried out according to the Russian Federation Government decree behind number 713 with changes and additions of January 1, 2011. The authorized persons working in condominium, ZhEU and also in Federal Migration Service are responsible for this procedure. Before sale of living space all registered are struck off the registration register. All data on it are entered in the house register and in apartment card.

- - statement in FMS;
- - statement in Arbitration court;
- - your passport;
- - documents on living space.
Instruction
1. To learn who is registered on living space and also who was struck off the registration register, address in ZhEU, condominium or to management company. Show the passport, the certificate on property or documents of title of the apartment. If you are not the owner or the owner of living space, then data on the registered citizens and struck off the registration register to you will not give out as they are had the right to give out only to the persons having documents on living space, data on which interest.
2. Therefore if you wish to receive data, but have no documents on living space, address to the specified instances together with the owner or the owner or receive from these persons the notarial power of attorney on the right to dispose and work from their name.
3. If such option is impossible, then address to Federal Migration Service. Fill out the application form, specify the reason for which you are interested in all registered persons or the person on this living space. If the reason is good, then will provide you information within 30 days. Payment for issue of these data by the law is not provided. However the Federal law about nondisclosure of personal information and personal data forbids to issue information on the person and his place of registration without the personal consent of the citizen. Therefore if your reason of interest will not be good, will refuse to you providing data on registration.
4. Last option. To obtain information on the one who is registered on living space you can, having appealed to Arbitration court. On the basis of consideration of your statement can provide you the necessary information without the personal consent of owners and registered persons, but only in case the court issues such decree.
