How to register in N-CGP

In court citizens managed to strive for cancellation of the ban on constant registration in the owner-occupied dwellings constructed in territories of the gardening non-profit associations (GNPA). In 2011 such ban has been recognized contradicting the Constitution. Now, if you have no other housing, suitable for permanent residence, you can receive constant registration in GNPA.

Requirements to the house suitable for housing

The house built on the parcel in N-CGP has to be recognized as suitable for permanent residence that to you have allowed to register in it. It means that it has to correspond to number of requirements: - the base and load-carrying structures of the building should not have destructions and damages, deformations and cracks;

- the risk of receiving injuries by residents at movement on the house and near it has to be excluded; - walls have to have the thermal insulation providing during the cold period temperature in the heated rooms of the house is not lower +18os and also to protect premises from hit of rain, melt and underground waters;

- residential building has to be equipped with all necessary engineering systems - electric lighting, economic and drinking and hot-water supply, water disposal, heating and ventilation. Special attention is paid to the systems of communications. If there is no possible connection to high-level networks, the house has to be equipped with autonomous systems, on the site there has to be well or the well, septic tank. In the house the separate extracts have to be established in kitchen, toilet, the bathroom if they are located inside.

If your house meets all these requirements, order technical data sheet on it, and then on the basis of this passport – the technical expertize confirming that the house is suitable for permanent residence. Both of these documents are made in BTI, they are not included into the list of obligatory documents which you have to hand over on registration, but their availability considerably increases the probability of the positive decision. On residential building it is necessary to receive the certificate on the property right. According to the law "About the Dacha Amnesty" existing till March 1, 2014, for this purpose, except the statement, it is enough to fill out the declaration in bodies of the Federal Registration Service and to provide there the certificate on the property right to the parcel.

What is necessary for constant registration in N-CGP

Be struck off the register on the previous place of residence and take departure leaf there. In Federal Migration Service in the location of the garden house provide the passport, address leaf of departure and documents of title of the parcel and residential building in which you want to receive registration. In the package of documents attach the copy of technical data sheet and the examination confirming that the house is suitable for accommodation. On the basis of these documents, the question of granting the right of constant registration to you, has to be solved within 3 working days from the date of filing of application.
