1. Irrespective of the reason which has forced to take in hand you the neighbor try to agree peacefully. Most often it is enough to talk over and find out in an amicable way all misunderstanding which have arisen between neighbors.
2. If peace talks do not result in the wished success, you can achieve application to it administrative methods of punishment. According to Article No. 17 of the Constitution of the Russian Federation, the rights and freedom of the citizen should not violate the rights and freedom of other persons. It means that your neighbor has legitimate right to do in the territory, within own apartment everything that he will consider necessary. But at the same time its actions and behavior should not violate tranquility and the interests of other citizens.
3. On quite legal grounds your neighbor has the right to give the companies, to organize noisy parties, to saw, drill, bang pick hammer within the apartment from 7 in the morning and 23 hours at week-days and from 8 in the morning to 24 hours on the weekend. If loud noise, music, repair continue round the clock, address the local police inspector. You can write the application individual or collective from all neighbors with whom interferes behavior of your neighbor.
4. On the basis of your address the local police inspector is obliged to accept lawful methods of suppression of illegal acts of your neighbor. According to the law of the neighbor can fine, conclude under administrative detention for several days if the court has issued the decree on the conclusion.
5. At inaction of the local police inspector or at more serious violations, for example, at night, call the squad of law enforcement authorities. Write the application, specify all reasons which have induced to undertake you so severe methods. If violation is serious, your neighbor will be brought not to administrative, and to criminal responsibility.
