In October, 2012 the citizens of our country will feel on the purses increase in expenses on payment of utilities - since September 1 new utility tariffs have taken effect. It is the second stage of increase in tariffs planned by the government for 2012.
Increase in prices for housing and communal services is intentionally carried out in two steps, with difference in two months not to shock the population. By calculations the rate of inflation had to be 7%. However these "good" intentions have led to the additional increase in prices which exceed official percent of inflation almost twice now.
It is known that increase in service prices of housing and public utilities of the power want to achieve that the population paid 100% of all expenses of municipal services for the maintenance of the housing-and-municipal sector. Since July 1 the cost of gas and the electric power has increased, and since September 1 new tariffs for heat energy, water supply, water disposal, waste water treatment are put into operation. Many private management companies, having used situation, favorable to them, have increased the price of service of houses. The municipal organizations in regions have raised payment on service of houses for the citizens who have signed contracts of social hiring of housing. The state has established limit percent of price increase, for gas cost no more than 15%, to the electric power - no more than 6%, the maximum increase in tariffs for water supply and heat energy can be 5.9%. The Deputy Prime Minister Dmitry Kozak has assured that the government will control tightly observance of limit tariffs. Extreme growth of tariffs for housing and communal services for 2012 is established at the level of not higher than 11%. The following increase in tariffs for utilities will be since July 1, 2013. With increase in utility tariffs since September 1, 2012 the payment on all types of service was broken into individual (intra room) payments also by all-brownies. In receipts the different lines will pay water, heat, the electric power, and such all-house services as heating of entrance, operation of the elevator, etc. Also new order of fight against defaulters is entered. Now, as soon as the debt for housing and communal services will be more than the amount of three-months payments calculated proceeding from the standard of consumption, will send to the resident written warning. After that, if the debt nevertheless is not repaid, housing and communal services will disconnect that resource for which there is unpaid amount.
