So that owner who is going to refuse installation of the intercom should make the common decision. However it is possible to refuse payment too. Besides, the resident has full authority to receive from managing organization intercom key from entrance door.
2. If in your stairwell the intercom is already installed, and it often breaks, and the serving company does not react to your addresses and complaints in any way, can safely demand termination of the contract. Inhabitants have to gather and write the collective letter in which it is necessary to specify the detailed list of claims. Further the letter needs to be transferred to management company if it signed the contract with firm contractor. Owners of apartments in the house which is on self-government need to make inquiry in area justice. After consideration of claims other company providing services of the intercom will be offered inhabitants. But do not forget what on termination of the former contract can leave from one-two weeks to one month. By the way, if coordinates of management company are necessary for you, you will find them on the receipt for rent.
3. One more important point is payment for the intercom. Even if you consider that it is not necessary to you, but the contract for service of your house is already signed, you have no right to ignore payment of the intercom. The refusal of payment for service from the legal point of view is considered incomplete payment for premises.
