1. Formation of conditioned reflexes is based on a method of positive or negative reinforcements. If you want to disaccustom dachshund from an addiction, use negative reinforcements. And if you want to create a useful habit at a dachshund, use positive reinforcements.
2. For creation of a strong behavioural stereotype try to walk a dachshund every day at the same time, in the same places. Put on to a dachshund a collar the same fastener.
3. If the dachshund celebrated need of the house, show it that you do not approve this type of behavior. Bring a dachshund to that place where she celebrated need, stick it with a muzzle, then punish. As punishment it is possible to apply symbolical blow by fingers on a nose (it will be unpleasant to it), suggestion with intonation of discontent (dogs feel intonation). So you will let know to a dachshund what does not suit you in her behavior. If you just abuse her and will give her on a nose, she can not understand what you punish her for.

6. If the dachshund made a toilet where it is necessary, praise her. You can give her a piece something tasty. So the dachshund will remember that commission of a toilet on the street - it is good as leads to pleasant consequences.
